Without Anmeldung you cannot sign a contract, open a bank, or get insurance. Without insurance you cannot get a residence permit. The chicken-and-egg solved: book Anmeldung the day before you fly, use Wunderflats for the first 4 weeks, switch to a permanent flat afterwards.
